set p2p state of a network connection to IDLE When p2p state machine moves to InactiveState, set the p2p state of a network connection to IDLE. Bug: 190145243 Test: atest com.android.server Test: Manual - Triggered p2p client connect failure multiple times and confirmed that network connection state is set to idle on p2p group remove.
