Metrics for recent connection failure reason Added histogram corresponding to the number of times recent connection failure status are reported per WifiConfiguration.RecentFailureReason. This is mainly to capture MBO-OCE association rejection feature adoption in APs and to count number of times NETWORK_NOT_FOUND event is triggered.
