Use NetworkScore to force keep up MBB STA Use KEEP_CONNECTED_FOR_HANDOVER to force ConnectivityService to keep MBB STA up while it's connecting and being validated. Otherwise, the existing primary STA would be able to satisfy all Wifi requests, and the MBB STA would be torn down.
