p2p: send dedicated connection state update to stop tethering while location mode is off When location mode is off, tethering service cannot receive regular connection state changed event, and won't stop tethering normally. Bug: 185609688 Test: start a p2p group with location mode disabled and terminate it. Change-Id: I855d2ad710df627f23d561ef378eb63fd0894129
