WifiSettingsStore: Remove saved wifi state
This does not seem to be doing anything useful. the persisted wifi state
should does already store the wifi toggle state. When AP mode is
toggled or on device reboot, the persisted wifi state should be able
to get wifi back to previous state.

Test: Manual tests
On Pixel 2:
1) Wifi toggle on, softap toggle on, softap toggle off (wifi toggle back
on)
2) Wifi toggle off, softap toggle on, softap toggle off (wifi toggle
remains off)
3) Wifi toggle on, softap toggle on, reboot (wifi toggle back on)
4) Wifi toggle off, softap toggle on, reboot (wifi toggle remains off)
TODO: Will fix unit tests in a later CL.
