Retry other available candidates fast When a connection fails, immediately do network selection again on the other valid candidates instead of waiting for new scan results. Bug: 146996722 Test: atest com.android.server.wifi Test: manually verified that after a connection failure, a new attempt is started immediately on another BSSID.
