ConnectHelper: Proceed with connect even if WifiConfigManager update fails

In R, we always proceed with connection no matter if updating
WifiConfigManager succeeded or not. This was broken during
the STA+STA refactor. Restore the previous behavior.

Test: atest FrameworksWifiTests
Test: Go through setup wizard for setting up a second user.
Verify that the second user is able to connect to the primary
user's Wifi networks in the setup wizard Wifi Picker.
