Latch scan rssi value during connection attempt
Some connection failures may happen a long while after initial scan and connection attempt, e.g., authentication timeout. For these cases, it will be too late to check scan RSSI timestamp during the failure time especially when scanValidTime is set to a small value. The fix is to check scan rssi timestamp and latch its value only during the initial connection attempt.
