Make Information Elements (IE) of a scan result available as a public API.

Test: atest FrameworksWifiTests
Test: attach to upstream hotspot device by selecting the sanned
ssid from wifi settings, then check the OUI, vendor specific
type fileds of IEs from the logcat.
