Wifistack: Request INTERACT_ACROSS_USERS permission INTERACT_ACROSS_USERS_FULL is not available to non-signature permission apps. So, request the privileged INTERACT_ACROSS_USERS instead. Note: Need to verify if this fixes the linked passpoint crash, but nevertheless the old entry was useless since it was getting denied on APK loading by platform.
