[Passpoint] Remove unneded info from DevDetail MO

Remove unneeded information sent by the mobile device
during OSU session to the OSU server. The unneeded information
includes FW version, HW version and device type (which was
hardcoded to Smartphone). These fields are not required by
the specification.
