LRWD: update DHCP failure in ObtainingIpState Watchdog is not notified of DHCP failures when recevied NETWORK_DISCONNECTION_EVENT while in ObtainingIpState. That leads connection success time be calculated incorrectly. Add watchdog update function in ObtainingIpState to handle NETWORK_DISCONNECTION_EVENT message.
