WifiStack: Register for LOCKED_BOOT_COMPLETED The wifi stack should trigger initialization after LOCKED_BOOT_COMPLETED instead of BOOT_COMPLETED, otherwise wifi will not connect to networks until the user unlocks the phone after a reboot. Bug: 141831419 Test: Manual tests - device boots up and able to auto-connect/manual connect from sysui when locked. Change-Id: Id3337058e8251b53354dfbf089ced92f256ba16e
