Trigger Make Before Break

Initiate the connection to a second network through
network selection when possible.

Bug: 160346062
Test: Precondition: enable STA+STA iface combination
      1. Connect to network1
      2. Connect to a SoftAP using Wifi Picker so that
         it is preferred over network1 through user
         connect choice
      3. Turn off SoftAP, device connects to network1
      4. Turn on SoftAP, device will attempt make
         before break to SoftAP while maintaining
         connection to network1
