wifi: do not mandate PMF if PSK/SAE auto-upgrade offload is supported
When PSK and SAE auto-upgrade offload is supported, PMF must not be
mandatory, or it stops roaming to PSK BSSes.

Test: * atest FrameworksWifiTests
* connect to a SAE network with PSK/SAE auto-upgrade offload
enabled and check that PMF is not mandated.
