Allow WPA3 transition mode in SoftAp 6GHz band config
Allow user to configure WPA2/WPA3-Personal in bridged mode
even when 6GHz band is configured. This is to allow the SoftAp
to operate in bridged mode where one interface will be still able
to operate in 6GHz WPA3 only mode. OEMs need to add the support
(Change-Id: I7e76792872986b5828fd9ed3497b4e536146a69f) in HAL to
map WPA3 transition mode to WPA3 only mode if band is configured with
6GHz band.
