Lower DHCP disable thresholds
The current threshold to disable a WifiConfiguration based on DHCP
failure seems a little high. By setting the Bssid disable threshold same
as the WifiConfiguration disable threshold, this also addresses the
issue that DHCP failure is not showing up on the wifi picker.
