wifi-service.bp: Move |required| to WifiStackAppCommon java defaults
Bug: 139685119
Test: Flashed the device with these changes & successfully connected to
wifi networks.
Ensured that cacerts_wfa is now present on the device (Also, confirmed that it
was missing before this change).
