WifiVendorHal: Re-register iface available callback after HAL stop Bug: 148942520 Bug: 148764406 Test: Device boots up and connects to wifi networks. Test: Verified that AP band is set to 5Ghz preferred when wifi is on. Change-Id: I031fdc20bb30ea21b06701c9a37be41d04dd0733
