wifi: allow insecure enteprirse config when overlay is enabled
If config_wifiAllowInsecureEnterpriseConfigurationsForSettingsAndSUW is
enabled and "Do not validate" option is used, wifi service should
allow insecure enterprise config and display insecure enterprise
network warnings, but not Trust-on-First-Use dialogs.

connect to an EAP-PEAP network with "Do not validate" option.
