[MAC rand] removing "hasEverConnected" check for aggressive randomization Now that we are using the DHCP lease time to determine when to re-randomize, the hasEverConnected check is no longer needed. Also, assign aggressive MAC to appropriate WifiConfiguration right after network creation rather than before connections.
