Bug fix of soft AP test commands

1) Add SoftApCallback to monitor status after issuing the start command
2) Temporarily enable wifi before validating forced channel and band.
This is needed because WifiNative returns a valid set of channels and
bands only if the wifi driver is loaded.
3) Add wpa3 and wpa3_transition support in start-softap command
4) Remove the extra double quotes from soft AP's ssid

Test: manual test with SAP and clients in 6G/WPA3_SAE mode, 5G/OPEN, 5G/WPA2, 5G/WPA3 and WPA3_transition modes.
