wifi: Catch exception when convert from WifiConfiguration

The valid check in SoftApConfiguration will throw IllegalArgumentException when
WifiCongfiguration is invalid. Catch exception in convert util function
to avoid break old API since previous invalid WifiConfiguration doesn't
throew the IllegalArgumentException. Keep previous design, let function
failure for invalid parametet.
