wifi-service: Copy to apex data folders

Perform a one time migration for all the store files to the new apex
data directory created for wifi.

Also, renamed Environment methods to Directory suffix to be consistent.

Bug: 148660313
Test: Device boots up and connects to previously persisted networks (in
old location).
Test: Added new saved networks and ensured that they are being persisted
correctly.
Test: Will verify the status of existing config store ACTS tests running in presubmit.
