Sync call log entries from the primary user into the secondary user's call log

On startup of a secondary user's call log provider, sync any call log entries from
the primary user's call log that are:

1) Newer than the last sync time
2) Not a voicemail
3) Not a duplicate entry (identified by the number, and start time of the call)
