Use strict comparison for russian phone numbers. Add key USE_STRICT_PHONE_NUMBER_COMPARISON_FOR_RUSSIAN_KEY to be configured by DeviceConfig. If not found in DeviceConfig, use the value for key config_use_strict_phone_number_comparation_for_russian in config.xml.
