Query without a subid uses the default subid
ServiceStateProvider should allow queries using a URI without any
subscription id specified. These queries should use the default
subscription id instead of throwing an exception.
Test: runtest --path ServiceStateProviderTest \
--test-method testQueryServiceStateWithNoSubId
