Only include latest carrier list into APK

The prior version of carrier list is only for OEMs to cherry pick
on legacy devices. Telephony provider doesn't need to include them
into APK.

This CL will reduce the size of the Telephony Provider APK by 20%
(from 517KB to 418KB).

1. Flash the ROM and check carrier id database
2. atest CarrierIdProviderTest
