Keep the same row order during upgrade When upgrading the database, enforce a sort order by sub id to make sure that the rows do not flip during a query and cause the new siminfo table to use a differnt sub id ordering. Bug: 75966799 Test: Manual Change-Id: Ieb65edb62bc239c18e2391eb03396ce664d9fd21
