Refactor CallFilteringResult to use a builder In preparation for adding yet another field to CallFilteringResult, make it use a builder pattern so we don't end up with a longer chain of constructors. Bug: 140317205 Test: unit Change-Id: I1919f29d23d76807d583639308b50557b9192917
