IMS-VT: Fix issue of VT call converting to volte after sim selection Call.setVideoState() checks if the phone account selected has video capability before allowing to change to video call. When "Ask First" option is selected and user has not selected any phone acount, video state changes are ignored. To fix this, set the video state from the call intent extra after phone acount is selected. Change-Id: I07680e89a11d02fcfb0fe65c0c4fbd227b5b456b
