Use DefaultDialerCache in Telecom (part 2) Use the DefaultDialerCache throughout Telecom whereever the value of the default dialer for a particular user is accessed or modified. Also moves the DefaultDialerManagerAdapter to DefaultDialerCache since TelecomServiceImpl no longer directly uses it.
