[DSDS] Use the ImsManager instance associated with the specific phone index to get IMS settings. For DSDS case, if the default voice phone id is set to 1, then even phone slot index is selected as slot 0, RadioInfo still use the ImsManager instance associated with slot 1 to get IMS settings.
