Add GoogleFiWireless to the carrier restriction operator file This CL adds Google Fi Wireless into the CarrierRestrictionOperator details json file to support the same user case as what VZW has. That is, allow Google Fi to query the device/SIM/Network lock status for user cases when switching from non-Fi to Fi.
