Revert "Fix UiccSlotInfo.getCardId for inactive eUICC" This reverts commit 79cfb02cb2295700eff2d3a5b988d56b276d793e. Reason for revert: fixes b/131868150. LPA actually expects getCardId to return the ICCID for inactive eUICCs. This is confusing, so in the future we will update the UiccSlotInfo API to make the ICCID available separately, while still maintaining that CardId=EID for eUICCs.
