Enable video telephony support. (4/4) - Change "TelecomAccountRegistry" set the "CAPABILITY_VIDEO_CALLING" capability on SIM phone accounts if the underlying phone supports video calling. Bug: 19062133 Change-Id: I50870fedf62813d3e725008236db8ad73c79a331
