Pick one phone to provide promoted emergency numbers.
Considering about a device with multiple phones (SIM slots.) If a device
connected to multiple operators of different countries at the same time:
- Shows only promoted emergency numbers of one single phone to prevent
from confusion.
- Binds promoted emergency numbers with the selected phone, so that
Emergency Dialer can dial a number over the correct phone.
