[Call Timing] Set call created timing This CL sets the call created times for incoming and outgoing telephony calls. The time values are sent to telecom as extras and passed onto the dialer in the call's intent extra. Bug: 28202119 Change-Id: Idb7629db3a528fa6ab2e823bec3c5607c320d56c
