Add hidden APIs to get the cached SignalStrength from SST Add a method in PhoneInterfaceManager to get the cached SignalStrength from ServiceStateTracker if available. Bug: 36133439 Test: tested with sl4a Change-Id: Id52969d20095ab0bb728ebcbde15367f289128f2
