[Smart Forwarding] Enable configuration UI in call setting

Add make and receive call category
Move make calls with UI entry to this category
Enables smart forwarding configuration UI entry in call setting
Hide this category when no entry in both make calls with and smart
forwarding

Bug: b/127693686
Test: Add fake code andd see if
  (1) no UI entry when no SIM inserted
  (2) make calls with UI entry appears when 2 SIM inserted
  (3) when smart forwarding configured in any of SIM card, UI entry appears
