Handle ECM mode exist callback on connections. - In response to onExitedEcmMode callback on TelephonyConnection, trigger an update of connection capabilities. For CdmaConnections, ensure that we set connection capable of muting prior to updating capabilities. Bug: 23044098 Change-Id: I877da00130008926ce0f6fcbab9356981dd72277
