Expose accessibility config on PhoneInterfaceManager. + Add methods to PhoneInterfaceManager, so that elsewhere in the system applications can tell whether TTY mode or HAC are supported by querying the TelephonyManager. + Updated some usages/exposure of configs in Telephony. + Some styling/capitalization fixes.
