Re-register phone accounts when logged in user changes. If the logged in user is not the primary user, then video will be disabled on the phone accounts registered. This solves the problem that video calls fail for secondary users. Bug: 27616192 Change-Id: Ic91854cbc7d692c7c3a8319e98fbb4526781becd
