Swap the order of disabling data roaming button In ag/2484223, it changes the order of disabling data roaming button Revert the order back to 1 - check if there is active subscription 2 - check if it is disabled by admin Bug: 64766332 Test: Manual test with CTS Verifier, issue in the bug cannot be reproduced Test: Activate the phone with QR provisioning and disable data roaming, the button is disabled as expected Change-Id: I52b761c2a5946cfd395ddd4c79ced319408f33a8
