Allow creating APEXs with unsigned payload for testing. This CL enables building APEXs with an unsigned payload, but still with the outer container APK/Jar-signed. Bug: 148447155 Test: atest --host apexer_test. built a module with unsigned payload. Change-Id: I3e18124e0fba832c4890d7298add8910b879662c
