Apexd: Minimal database for active apexes Add a minimal database tracking mounted apexes. It currently stores for each package name the APEX paths, and whether the specific one is the "latest." Bug: 116593293 Test: atest apexservice_test Change-Id: I2e7027af9877b1fec1b2506380b29693b2a2435b
