apexd: enable clang-tidy and fix revealed warnings So far only default checks, will look into promoting some of them to errors and adding some more checks in the follow up CLs. Test: apexservice_test, apex_e2e_tests Change-Id: Ia71f7cb4b83920a9ea897b1e4477e243b5a2aa80
