Add version check to apex e2e test.
Refactor test code and test config using existing target preparer. Enable selinux in e2e tests.
Test: atest apex_e2e_tests
atest timezone_data_e2e_tests (download test1_com.android.tzdata.apex and copy to $ANDROID_HOST_OUT_TESTCASES
