apexservice: Add package path to ApexInfo. Also implements a GetActivePackage(string) call that returns the active APEX for a given package name. Test: atest apexservice_test Bug: 118865310 Change-Id: I4c0a6e3ccce92d6366d37baf0f899b05179dc29e
