Prepare and cleanup /data/staging. This directory is used when invoking adb with --staged option, which will an implicit option when installing APEX. Bug: 118865310 Test: atest apex_e2e_tests with all CLs in topic. Change-Id: Id198774c91bd78818d31247939b217d23c05dbdb
